Polisi Kehutanan merupakan salah satu polisi khusus yang diberikan wewenang oleh Undang-Undang. Hal ini tertuang dalam Undang-Undang Nomor 41 Tahun 1999 tentang Kehutanan dimana pada Pasal 51 ayat 1 yang berbunyi “Untuk terselenggaranya perlindungan hutan, maka kepada pejabat kehutanan tertentu sesuai dengan sifat dan pekerjaannya diberikan wewenang kepolisian khusus”. Dalam melaksanakan tugasnya, Undang-Undang juga mengamanahkan tugas yang cukup berat.
Adapun tugas melekat pada seorang polisi kehutanan adalah mulai dari upaya pre-emtif, preventif, dan represif. Dari ketiga upaya tersebut mempunyai tujuan yang berbeda-beda. Upaya pre-emtif mempunyai tujuan untuk menumbuhkan kesadaran serta memancing peran aktif, adapun tindakan preemtif yang dapat dilakukan adalah dengan cara penyuluhan, kampanye dan sebagainya. Sedangkan upaya preventif Tindakan preventif bertujuan untuk mencegah terjadinya sesuatu, adapun tindakan preventif yang dapat dilakukan seperti patroli, pemasangan rambu-rambu dan lain-lain. Dan upaya represif mempunyai tujuan untuk penghentian paksa terhadap suatu kejadian dan upaya penegakkan hukum sehingga ada efek jera.
Dari ketiga upaya untuk menjalankan amanah Undang-Undang tersebut, upaya pre-emtiflah yang selalu diutamakan. Hal ini dilakukan sebagai langkah utama untuk menghilangkan niat seseorang untuk berbuat kejahatan. Upaya ini dilakukan dilakukan dengan cara melakukan penyuluhan kepada seluruh lapisan masyarakat, mulai dari petani hingga aparatatur pemerintahan dan tidak menutup kemungkinan juga dilakukan kepada aparat penegakan hukum serta unsur pemerintah daerah setempat. Tentunya untuk melakukan penyuluhan ini, ada beberapa prinsip dasar penyuluhan yang harus diketahui oleh seorang polisi kehutanan agar penyuluhan yang dilakukan tepat sasaran dan efektif sehingga menimbulkan efek psikologis bagi orang yang disuluh.
Sebelum mengetahui prinsip dasar penyuluhan, seorang polisi kehutanan harus paham akan makna dan arti dari penyuluhan itu sendiri. Penyuluhan berasal dari kata dasar “suluh” yang mempunyai makna menerangi atau pemberi terang ditengah kegelapan. Jadi, penyuluhan mempunyai makna sebagai Proses untuk memberikan penerangan kepada masyarakat tentang sesuatu yang belum diketahui dengan jelas. Setelah memahami akan maksud dari penyuluhan barulah seorang polisi kehutanan menerapkan 5 prinsip dasar penyulahan.
Adapun 5 dari prinsip dasar penyuluhan adalah sebagai berikut :
- Menentukan Sasaran Penyuluhan
Penentuan sasaran ini sangatlah penting karena seorang polisi kehutanan harus bisa membedakan apakah yang menjadi sasaran penyuluhan sasaran utama atau sasaran perantara? Kebutuhan antara sasaran utama dengan sasran perantara sangatlah berbeda. Dimana sasaran utama adalah orang atau pihak yang bersinggungan langsung dengan objek tugas polisi kehutanan seperti petani dan pelaku usaha hasil petani. Sedangkan sasaran perantara hanya seorang atau sekelompok orang secara formil maupun non formil yang bersifat pemangku kepentingan seperti tokoh masyarakat, lembaga pemerhati kehutanan dan sebagainya.
- Menentukan Metode Penyuluhan
Penentuan metode penyuluhan ini bertujuan untuk menentukan cara agar kegiatan penyuluhan tercapai atau sesuai dengan tujuan yang diharapkan. Dalam penentuan metode ini ada beberapa hal yang harus diperhatikan, seperti media yang akan digunakan, hubungan penyuluh dengan sasaran dan psiko sosial masyarakat. Hal ini bertujuan agar pada saat proses penyuluhan tercipta hubungan yang akrab, tidak ada dinding pemisah antara penyuluh dengan peserta suluh sehingga proses penyampaian materi tidak monoton dan terserap dengan maksimal oleh peserta penyuluhan. Banyak contoh metode penyuluhan yang bisa dilakukan seperti ceramah, pameran, pertemuan diskusi, kursus, demontrasi atau peragaan dan banyak lainnya.
- Menentukan Media Penyuluhan
Media penyuluhan disini mempunyai arti sebagai alat dan atau bahan yang digunakan dalam kegiatan penyuluhan. Usahan media yang digunakan adalah media yang mudah didapatkan, banyak tersedia, praktis dan efektif dalam biaya. Media yang bisa digunakan banyak macamnya seperti visual, audio, audio visual, tempat memperagakan, pengalaman nyata dan catakan. Contoh media yang bisa digunakan adalah seperti poster, alat peraga, film layar lebar, brosur, papan tulis, photo dan sebagainya.
- Menentukan Materi Penyuluhan
Materi penyuluhan adalah bahan penyuluhan yang akan disampaikan kepada sasaran penyuluhan. Penentuan materi ini sangatlah penting. Prinsip materi penyuluhan adalah telah terbukti kebenarannya, mempunyai manfaat yang besar, disusun secara sistematis dan sederhana agar mudah dipahami, bersifat praktis dan sesuai dengan kondisi setempat yang didukung sarpras dan kemampuan biaya. Bentuk materi penyuluhan bisa seperti pengalaman, hasil penelitian, informasi terkini, teknologi terbaru dan kebijakan pemerintah. Intinya materi tersebut merupakah informasi yang sangat dibutuhkan.
- Menentukan Waktu Penyuluhan
Penentuan waktu ini bertujuan agar kegiatan terlaksana dengan apa yang sudah direncanakan dan seluruh materi penyuluhan terserap dengan baik dengan peserta dan berkesesuain dengan kondisi peserta suluh. Seperti contoh sasaran adalah petani jadi tidak sangat efektif jika penyuluhan dilakukan pada siang hari karena pada jam tersebut banyak petani sedang bekerja. Atau melakukan penyuluhan untuk anak sekolah pada malam yang hari. Jadi tentukanlah waktu penyuluhan sesuai dengan waktu yang terbaik yang bisa diluangkan oleh peserta suluh.
